People have asked if sleeping on the sidewalk is allowed by City Hall, or if this only applies to the Skid Row area.   IT IS LEGAL TO SLEEP ON THE SIDEWALK IN ALL OF LOS ANGELES FROM 9 pm to 6 am.   This is based on a court settlement in a case between  ACLU and the City.  For more information, please read this article in the New York Times: Please see this New York Times article: http://www.nytimes.com/2007/10/11/us/11skidrow.html   This applies to the public sidewalk surrounding the City Hall area. NOT to the sidewalk within the City Hall Park area. The park closes at 10 pm.
