Anyone in the park in front of City Hall after 10:00 P.M. is subject to fine or arrest
Sleeping on the sidewalk surrounding City Hall may be legal between the hours of 9:00 P.M. and 6:00 A.M. (This law is RESTRICTED TO "SKID ROW", according to a representative of the National Lawyer's Guild; more legal consultation advised)
Suggestion to move the occupation back and forth until ranks grow and the Los Angeles Police Department (LAPD) cedes the use of the park at night to the occupation proposed (applauded)
On October 1st, 2011, a community event will bring a number of police officers and FBI agents to the park in front of City Hall • Meetings with city officials have been characterized mostly by agreeability or non-combativeness on the part of aforementioned officials
Informed of unverified research indicating that City Hall's sprinkler system activates between the hours of 8:00 P.M. and 9:00 P.M.
Logistics will continue to present a problem if city authorities are allowed to determine the terms of the occupation (applauded)
Sidewalk space is large, and will accommodate the occupation for the first weeks
Intra-assembly security detail is forming ***Motion (5) to begin occupation on Saturday, October 1, 2011 irrespective of law enforcement event put forth, PASSED (dissent, multiple blocks, heated discussion)

mention Venice Boardwalk - an LA city sidewalk - used for sleep
Submitted by maryjanie on
a point to compare to, tho NOT a legal authority, I am not an atty [glad to say]
Venice boardwalk regularly has sleepers on sidewalk nightly now...LAPD allows this for area's reasons..so that current fact can be used to discuss if needed w/PD or atty's, as "if law not enforced in one area, can it be selectively done elsewhere ? " Not sure, but it seems that the actual laws do not allow outside sleeping in public street/sidewalks so technicalities of the law can used for other purposes. Ya'll already know more from Lawyers guild info... and we'll find out more than we want to experience soon anyhow. The Guild's monitors are there to help out in any kind of confrontation / altercation usually and visible in their neon green caps.
maybe ask a Homeless group who knows more re rules i e org called Ocean Park Community Center in SM, or a LA City Attorney or City Councilperson for this area?
at least it is a debating point if nothing else...
