Mayor Villaraigosa and Los Angeles law makers are attempting to draft a law that will limit when protester can be out on City Hall.

"The lawn is dead, our sprinklers aren't working ... our trees are without water," Villaraigosa said.

Villaraigosa is more concerned about the grass then he is about the people of Los Angeles.
