Introductions – OLA intros themselves [8 new people] 6 from yesterday, Jim Lafferty

Matt Szabo – deputy mayor, Nieves, Perez

 

Matt – just came from meeting w/ boss, clear difficulties. We cannot refer to these as negotiations. This is a new situation. We’re trying to work together to best manage this for the city. We are working to secure your first amendment rights, but acknowledge that city hall park is an unsustainable situation

The decision-making and governing process is cumbersome

The mayor WILL CLOSE THE PARK NEXT WEEK

I do not know when that will be, but you will receive notice

The mayor will announce today that we will be making available at least 50, but as many will be required, homeless shelter beds

We’ll continue to be as open and honest as we can possibly be

Difficulty: we wanted to move this forward in a productive way… the issue of whether or not the park is open or closed is NOT A NEGOTIATION

The city has a right to close the park

Some would argue there is a responsibility to enforce the closing

All the issues we’ve been discussing are still on the table, but the closing of the park WILL HAPPEN

OLA – this is almost tantamount to a declaration of war

I understand where you’re coming from, but a hard and fast deadline does not allow for a process where we can really discuss this

THIS IS THE CITY’S FAULT

We will remain nonviolent

Talked w/ SEIU, their message is that an injury to OLA is an injury to SEIU

If something happens to us, something will happen in the streets

We appreciate that the mayor will open up 100 beds

I see no reason to continue this meeting

I would suggest having another dialogue on Monday… let’s cool off, because frankly I’m upset

I don’t like to discuss with a gun to my head

I will recommend we walk out the door when lafferty is done speaking

Matt – I agree that negotiating w/ a ‘gun to your head’ is not the best situation

The issue of the park closure was always happening, never a negotiating point

Lafferty – the gun to the head statement is quite accurate

Maybe you were snookered too, maybe your mind was changed, maybe you were duped

We all know for a FACT that while a perfect resolution may not be possible, but we sat down to TRY

From the very beginning it was made clear that this extraordinary democratic process of the GA and OLA CAN MAKE DECISIONS, can make agreements if given time

No matter what the group decides, it would never be unanimous

We were having discussions which were heading in the right direction, that while not perfect, were far better than the situation we now face

Yesterday 2 things happened

They were taken OFF the table as things that could be delivered in a timely way

We’ve lost the opportunity to do something that NO OTHER CITY has done, and it has come because there’s an arbitrary deadline

WHY IS THERE SUDDENLY A RUSH?

Why is Monday more important than the process of finding a resolution?

I can’t get my mind around it!

You can talk about sanitation, dope, dead grass, etc on the media

But WE ALL KNOW, THE 500 PEOPLE ALL KNOW, THAT IT IS ALL BULLSHIT

Im not angry with you, matt, I have a hunch you’re as disappointed with all of us

There is NO HUMAN, MORAL, ETHICAL REASON TO RUSH TO AN END GAME

NOW HARM WILL BE DONE

I have things to do for the occupation far more critical than this meeting

I think its very disingenuous to say that

Let’s bring it back to the reasons we’re here in the first place

We’re disgruntled with the SYSTEM, not just to camp out

The issues we brought to the city HAVE NOT BEEN ADDRESSED

We will leave when the city answers our grievances!

We have 1.5 million ppl in this state that are homeless. The state saves 20,000 EVERY YEAR PER PERSON when implementing this program

When will we have these types of discussions?

The purpose of my presence here is not to debate policy

Think about this: the current situation at OLA is not sustainable

We have no interest in preventing 1st amendment rights, but there are limits with regards to space

Mayor wholeheartedly supports our 1st amendment rights

We’re trying to deal with this in the most responsible way possible

Sometimes we turn out to be the enemy when we can’t find a perfect solution

Would a rep from each of you be willing to address the GA in terms of what you think is unsustainable?

These kinds of hurdles and hoops ARE PART OF THE PROBLEM OF WHY WE’RE PROTESTING

From enforcement perspective, its not the message, it is more the LAW and PRECEDENT

If national socialist party wants to come in, they would have precedent from OLA to stay

Farmers market can’t operate

You’re impacting their ability to do business

OLA – IS THERE A MIDDLE GROUND?

LAPD – no, the entire park will be closed

OLA – question towards the policy-makers, is there a middle-ground

Matt – we’re going to do what we’re going to do

The park will close next week

OLA – will there be actions to try and prevent the GA itself?

Will there be trouble around assembling or will it be tents only

LAPD – every assembly must be within the law

We have done what we have done to have a peaceful, harmonious relationship

I would hope we continue the nonviolence tradition and open-dialogue

Matt – we’re not trying to hide anything, we will be as open and honest as to the closing of the park as we can

LAPD – you will see an increased presence in the coming days

Just because you see an increase in officers, doesn’t mean we’re coming for a raid

The use of force will be determined by the actions in the camp

I’m not looking to have Oakland

But I don’t want officers shot with paint, fire extinguishers, etc

OLA – is the city prepared in any way to facilitate OPEN PUBLIC SPACE?

How long will the park be closed?

Matt – the park will be closed for rehab and extended period of time

OLA – direct question for matt: closing park for rehab

One of the points is that we participate in the redesign of the park

Matt – we’re completely open to having OLA help rehab park

Declare Victory and Go Home!

Declare Victory and Go Home!  That is what the people who started the Occupy movement have instructed.  Celebrate Thanksgiving, where you give thanks to all who participated, and all who camped, and to the City for their hospitality.  And Declare Victory -- that Occupy LA has been a huge success!  And then go home.  And over winter, work on creative ways to bring needed change to the U.S.

Leaving gracefully and thankfully is good.  Occupy LA has been an important display showing that people of all types can work together.  It is an example of how things can be for the future.

Rejoice, Celebrate, Declare Victory, Go Home, and Get Creative over Winter!

Sue - just consider

Now, I am not currently a camper at OLA therefore it is not my place to say what the OLA encampment does or doesn't do - however I do feel that it would be worthwhile to offer some honest suggestions.

- The survival of an OLA presence in the general area of Downtown that has adequate parking and laided out so that internal security is easy to maintain is absolutely important for the future impact of the Occupy Movement. However it must have the support of the city council.

- I don't feel that having a Downtown/cityhall presence is sustainable without a minimum of support by the city. A protest of the eviction could be valuable in the short term for media purposes yet is unlikely to have any long term impact less something during it warrants long term movement/media attention. The only thing it might be useful for is announcing a massive weekend march, perhaps east on Wilshire to end at city hall for a rally, to protests the cities decission to evict OLA and the on-going support of OWS.

- If the city was willing to offer an alternative location in the general vicinity of Dowtown LA of adequate size that has running water, grounds for a community garden, adequate security logistics, and nearby access to public transportation. And the city agreeing to indefinite providing of the placement and maintenance of adequate number of porta-potty units.

- As a part of such an agreement the city allows the erection of a large bulletin board on the grounds of LA City Hall, its placement beside one of the most used foot-traveled sidewalks around cityhall. One side of the bulletin board will have a clear locked posting board that will be for notices, and assembly agreements from the OLA encampment [keys in the hands of OLA] and the other side will be open for anyone to put posts on. This will provide OLA an ongoing presence at City Hall, memorialize the previous OLA encampment, and keep all those in the area of City Hall as to OLA's on-going efforts.

- The purpose of the OLA Tent City - would be to serve as an on-going center for organizing and educating Angelinos in the challenges we all face and the direction that can best promote socio-economic change. Training vollunteers in organizing teach-ins, self-sufficency, new peoples economics, and healthy approaches to living could be a valuable part of the program.

- Arranging for on-going access to local media, such as arranging for an hourly discussion program on radio - like KPFK or KPPC as well as on local cable TV could be organized. This would serve to give OLA an official voice in the LA basin and an outlet for communications from the OLA Tent City.

If on the other hand the city paints us into a corner w/o alternatives - then going home is not an option - that might reasonably be used to rally support for march - even before the eviction. Creating a 'Liberty Park' would be incredible yet if that can't happen then there has to be another way that a real sustainable presence can be maintained. Admittedly deriving it may take more creative juice than I can muster at the moment.  All I know is that in some significant way OLA must maintain a physical presence - somehow - someway.

I disagree Sue. There is a small victory here but not enough. If we go home now, there is no sustained change in policy and governing. It's only seen as a small band aid for the city in exchange for getting protestors protesting very real and politically impacting issues off their front lawn. This is the exact moment that we stay. This is the exact moment that we stand firm. The whole purpose of social movements is not to appease the masses necessarily but to make things better for them in the long run by pushing the envelope. Without the envelope pushing, the city will continue handing out band aids.

Have Occupy LA stay on a small portion of the park

How about asking the mayor if Occupy can keep a few tents including welcome tent, media and few permanent occupier on a small portion of the park as a symbolic continuation of the occupation at the park.  With this compromise, the city can have the majority of the park open for the general public yet the Occupy LA movement can continue their occupation symbolically.

I really like this idea

Plus being able to have GAs every night.  Are you able to propose this at the GA tomorrow night?  It's a really good idea.  Or maybe you can suggest it to the deputy mayor.  Maybe he'll propose it to the group.  As for the 100 beds for the homeless, I get that they're trying to be nice.  But quite frankly, I think the homeless like the community they find there.  They won't have that in some SRO situation.  So I don't know what your suggestion for that would be.

I wasn't not planning to attend the GA tomorrow night.  However, if enough people thinks this is a good idea then I'll head down there tomorrow night.  From seeing the video from tonight's and last nights meeting, the occupiers seems to be demanding unreasonable requests.  We are going to get kicked out.  Its better if we make demands that both the city and the occupiers can live with.  This way we can leave the encampment with our head held high and declare it a success.  We don't need all those tents at city hall to continue our movement.  We can show our voice by holding rallies and marches and "mike checking" at events.

Ryan, under what authority did you continue...

...to meet with the Mayor's rep and the LAPD? It wasn't the GA's, you never had that authority and the proposal passed at the 11/22/11 GA should have completely disabused you of any lingering notions to the contrary. No committee is above the GA. Your continued betrayal of the community and our governing body is abhorrent to me.

No wonder the city decided to not come to the GA. They would prefer to deal with those as illegitimate and corrupt as they are. You gave them that choice, and by doing so, broke solidarity with everything that matters.

(Am I wrong about this Forum peeps? Correct me if I am pls.)

Occupy Founders say Declare Victory and Go Home!

Hey you creatives, artists, environmentalists, workers, moms, dads, students, malcontents, do-gooders and aspiring martyrs in the snow:

The last four months have been hard fought, inspiring and delightfully revolutionary. We brought tents, hunkered down, held our assemblies, and lobbed a meme-bomb that continues to explode the world's imagination. Many of us have never felt so alive. We have fertilized the future with our revolutionary spirit … and a thousand flowers will surely bloom in the coming Spring.

But as winter approaches an ominous mood could set in … hope thwarted is in danger of turning sour, patience exhausted becoming anger, militant nonviolence losing its allure. It isn't just the mainstream media that says things could get ugly. What shall we do to keep the magic alive?

Here are a couple of emerging ideas:

STRATEGY #1: We summon our strength, grit our teeth and hang in there through winter … heroically we sleep in the snow … we impress the world with our determination and guts … and when the cops come, we put our bodies on the line and resist them nonviolently with everything we've got.

STRATEGY #2: We declare "victory" and throw a party … a festival … a potlatch … a jubilee … a grand gesture to celebrate, commemorate, rejoice in how far we've come, the comrades we've made, the glorious days ahead. Imagine, on a Saturday yet to be announced, perhaps our movement's three month anniversary on December 17, in every #OCCUPY in the world, we reclaim the streets for a weekend of triumphant hilarity and joyous revelry.

We dance like we've never danced before and invite the world to join us.

Then we clean up, scale back and most of us go indoors while the die-hards hold the camps. We use the winter to brainstorm, network, build momentum so that we may emerge rejuvenated with fresh tactics, philosophies, and a myriad projects ready to rumble next Spring.

Whatever we do, let's keep our revolutionary spirit alive … let's never stop living without dead time.

We're more than Ad-Busters

No offence to Ad-Busters, but fuggem regarding going home. We are not run by Ad-Busters. They may have helped to start this movement, however there is no leader, they gotta accept that, which includes them they are not our  leaders, or not- either way they can "GTFO" if we as OLA decide to stay, it's not up to Ad-Busters it's our decision.

AdBusters?  Never could stand

AdBusters?  Never could stand that rag.  I feel no particular affinity with it, or any obligation to take its editors' advice on matters strategic.  Occupy Wall Street was a great idea, and it would be wrong to deny them the credit for it if indeed they deserve it, but anybody could have come up with it.  And their effort in coming up with it is nothing, nothing at all, compared to the effort expended by the tens of thousands of people who actually ran with the idea.

activity occuring here, unless the Mayor attends a GA and is able to reach concensus with the  Occupations "moving date or terms" it is'nt real- and to the ppl that are speaking for the entire World Wide movement without consent , it's clear what team your siding with-

Treason? Really?

Think Engagement, like the mayor and the LAPD at the GA.  It's good. Open more lines of communication with the City and see what really happens?  Invite them ALL TO THE GAs.  Plead with them if necessary to continue and expand working with the OWS process.  Find a main stream reporter to help you get the word out OLA needs the city officals at the GAs.  Offer the reporter EXCLUSIVES to draw them into the process.  The city does not want to kick asses (or they would have followed the leads of those other ignorant city governments of NY Oakland Boston and the rest by now) so don't force them into it out of anger and a sense of injustice.  We ALL KNOW injustice is the root cause of these actions Occupy has had to take.  That is my take.

Ryan and his fello occupier were just trying to help the movement.  The way I see it, they activity is no different than a sub committe meeting with the city officials.  If you just sit there and demand that the mayor attend the GA, then the police will just kick us out without trying to negotiate.  They were trying to negotiate an agreement that they can bring to the GA.  Even with their best intent, looks like the camp will be dismantled sometime next week.

It is ALWAYS about What s Next! and Ryan is cool....

After dealing with Ryan on several occasions, I believe his actions are trustworthy, and will consistently yield information the GA can move forward with.  I do not believe for a second Ryan considers himself to be deciding for the group or authorized to negotiate anything on behalf of OLA.  I believe he understands the process and serves it well.

Consider this.  (SUE)  Do not declare victory and GO HOME.  Seize the UNIQUE opportunity to work with our city, Los Angeles, to continue and widen the Occupy conversation in Los Angeles and around the country.  Declare success for Occupy LA V1.0 and 1.1 (declare victory reminds me too much of Mission Accomplished and we all know how THAT turned out last time, don’t we?).  WORK WITH the City to take it to the next level, where NO movement has gone before.  Work quickly to develop V2.0 whereby OLA continues to blaze the uncharted territory of Occupy Movement as the single officially sanctioned and supported Occupied city, and continue to Occupy By Example! If there is a viable option, graciously move to that option and peacefully return the Park to ALL the People of Los Angeles while maintaining a presence there.

Perhaps the MOST important factor in the opportunity the City holds out for OLA is inclusively.  OLA from the outset has COOPTED the Los Angeles City Government, not been beaten, gassed or shot at by them.  OLA needs to continue stepping up. OLA needs to lead and teach other Occupations how to carry on the most effective demonstration of First Amendment, peaceful assembly rights in the country, perhaps in history. 

Do not BLOW IT.  Do not waste the chance to weave OLA into the fabric of the City by working with the powers that be to move to a more SUSTAINABLE OLA version.  Think of it as an opportunity to UPGRADE OLA and develop V2.0.   I do not see OLA as ALL about camping on the lawns, or occupying streets, blocking traffic and then getting arrested to make a statement of commitment, or furthering the conversation. YES that is how it started in New York and then here in LA.  So What?  Like Barry Diller said when Murdoc tossed him out of Fox, it is ALL about What’s Next.  That is what happened in NY wasn’t it?  When the City did close down camping, tens of thousands showed up to show Bloomberg and the cops that “No Tents? So What!  We are here anyway.

The conversation IS now open, like maybe never before since the Civil War. Not everyone is involved in the conversation, yet.  But for sure the vast majority of Americans are EXPOSED to the conversation, every day.   And the way I see it the volume will only go UP as we get closer to the next election next November.  OLA V2.0 must be about framing the images, controlling the conversation, making the arguments that stand on truth and distilling the solutions.  I believe the Occupy Movement cannot proceed to implement the solutions by itself.  It needs to continue to wake up the sleeping Americans and co-opt 60 percent or more of the 99 percent to move to the level of solutions implementation.

Think Jesse LeGreca in New York.  Jesse IS the prototype for Occupy 2.0  He quite possibly is making a bigger, more positive impact on middle America than all the tents and signs on all the lawns can do.  He frames the image (his) and controls the conversations.  If you doubt this, see his exchange with George Will on ABC This Week, included in the video collection linked below.   If you do not know what Jesse has said on video the past weeks, PLEASE follow this link and watch him in action:

Watch and re-watch Jesse at work in front of the cameras.  This is what I strive to master, his command of the issues and eloquent articulation of the fact based arguments.  I submit that at this point in the struggle, YOU should strive to master these two things as well as Jesse has and I strive to do.  Is anyone else on the same page as me here?

Sure, the idea of maintaining a presence at the Park is a good one.  I submit it can take almost any form and still be effective.  Presence at City hall can be as basic as sidewalkers with signs, if that is the best option available, under the protection of the first amendment.  Open your eyes wide to the fact that it appears that the City is willing to provide another venue for OLA.  That IS Success in and of itself, and I submit THAT is perhaps unprecedented.  Explore the options the City has to offer.  Consider moving to the next level whereby those Down-For-The-Cause Occupiers will have both more tools to work with in expanding the conversation, and growing a relationship of mutual respect with the City government and people of Los Angeles.  So EXPLORE it.  Engage the City and ask, "So what have you got?"  And I ask OLA, so what have got to lose by HONEST engagement?

I also submit that exploring this line of engagement may yield much more effective outcomes than obstinate confrontations.  Don’t be like the Republicans in the House, blinded by ideology.  Take a pragmatic view of the circumstances as they unfold.  This opportunity could well create the environment for OLA to be able take more effective actions in distilling solutions.  I think no one disagrees that the end game includes jailing the Banksters, recovering our looted treasury assets, removing the political cheats and bullies, nullifying the effects of their institutionalized corruption, and to preserve our self evident American rights of life, liberty, and the pursuit of happiness.

I also agree with both Warren Buffet and Russell Simmons about a Constitutional Convention being the most direct path to the substantial change America requires.  So what’s next folks?  What ARE the options.  I submit that IS the immediate question.

I'm alright with moving but . . .

So long as the movement is kept alive. I think a precence on City Hall each day would be great, whether camped there over night or not. If they refuse public assembly there . . . bah where else? It's public space, our right to use for grievances.

OLA-do what YOU want to do...

I've been there twice.  I totally see the point in having it at a public venue.  
I'm not crazy about the City Hall location because the parking is costly and it's in the proximity of Skid Row-which might repel otherwise willing attendees.  Zucotti park is a private one, if one is made available I would recommend that.

The organizers had actually a nice set up.  Unfortunately, the area is crime ridden and even donations will attract unwanted traffic from the sketchier areas near by.  Personally I'm not opposed to the camp being at City Hall.  You're not in anyone's backyard- I don't see how it's costing the city anything to host the camp.  There's no way I could do live there, but I'm surprised that people are even "bothered" by it (I think the "bothered" part is contrived).  

Doing this at a college campus may not make the movement as visible even if it would help the pragmatic nature of it.  I actually like the idea of occupying Santa Monica because there's more mainstream traffic that goes through there than Downtown, plus the accomidations are better.

Also, Matt-about the Farmers' market... it's typically for those who may already work in the area.  There's no reason why I would pay $8/hour to park just to shop there when I can find another one to shop at, with a decent selection and park for free.  ???   

But then again these are just my thoughts.. you're the ones who put the time and effort into the movement so at the end of day, it's going to be your call.  

 

Moving the occupation to

Moving the occupation to another area is also a good idea.  In fact, maybe we should move it every month to get more exposure at different parts of the city.   The new occupation sites could be our base camp to launch rallies and marches.

LA doesn't really have the equivalent of a Zucotti Park, the geography is just different. Different "downtowns" around the Southland as a base for actions on a temporary basis might be better exposure for the messages. Heck, we might even tailor the messages for the area. hmmm.

It's right next to the train and bus.  It's downtown, near the financial district.  It's pretty large.  Main neg is that it's concreted over, and close to skid row (but so is CH).

For Your Consideration

Since I am not currently a camper it is not my place to say what the OLA encampment does or doesn't do - however I do feel that it would be worthwhile to offer some honest suggestions.

- The survival of an OLA presence in the general area of Downtown that has adequate parking and laided out so that internal security is easy to maintain is absolutely important for the future impact of the Occupy Movement. However it must have the support of the city council.

- I don't feel that having a Downtown/cityhall presence is sustainable without a minimum of support by the city. A protest of the eviction could be valuable in the short term for media purposes yet is unlikely to have any long term impact less something during it warrants long term movement/media attention. The only thing it might be useful for is announcing a massive weekend march, perhaps east on Wilshire to end at city hall for a rally, to protests the cities decission to evict OLA and the on-going support of OWS.

- If the city was willing to offer an alternative location in the general vicinity of Dowtown LA of adequate size that has running water, grounds for a community garden, adequate security logistics, and nearby access to public transportation. And the city agreeing to indefinite providing of the placement and maintenance of adequate number of porta-potty units.

- As a part of such an agreement the city allows the erection of a large bulletin board on the grounds of LA City Hall, its placement beside one of the most used foot-traveled sidewalks around cityhall. One side of the bulletin board will have a clear locked posting board that will be for notices, and assembly agreements from the OLA encampment [keys in the hands of OLA] and the other side will be open for anyone to put posts on. This will provide OLA an ongoing presence at City Hall, memorialize the previous OLA encampment, and keep all those in the area of City Hall as to OLA's on-going efforts.

- The purpose of the OLA Tent City - would be to serve as an on-going center for organizing and educating Angelinos in the challenges we all face and the direction that can best promote socio-economic change. Training vollunteers in organizing teach-ins, self-sufficency, new peoples economics, and healthy approaches to living could be a valuable part of the program.

- Arranging for on-going access to local media, such as arranging for an hourly discussion program on radio - like KPFK or KPPC as well as on local cable TV could be organized. This would serve to give OLA an official voice in the LA basin and an outlet for communications from the OLA Tent City.

Continue in Shifts!

Protest in shifts, constantly... it's like camping out there, but you're not.  So, therefore there's no presecendence to kick you out, and everyone can get 8 hours of sleep in their own bed.  You will still occcupy the space, and show your strength and be within your legal rights.  If they have problems with tents or w/e they're making up...  Just change your tactic.  They can't throw you out if you're not being disorderly or too loud during the night, and simply there protesting (unless there's some strange law or ordinance I don't know about).

Police action is inevitable

If OLA and the city council do not come to some agreement, there will be police action against OLA.   There are some at OLA who welcome this, who feel that without publicized pain, the movement has no traction.   There is some degree of truth to this.  Passive resistance is an incredibly effective technique because meeting it with force means that the aggressor is unwilling to compromise to the point of violence.  They are recognized as the oppressor. 

 Outside of philosophy, police action has severe real-world consequence.  Most importantly, real human beings (many of which I have come to know and love) being injured.   So far, there have been no deaths from police action.  This is merely luck.  I fear for you.

 On a less emotional level, there is the expense.  Millions of dollars have been spent in San Diego and Oakland alone.   The 99% in Los Angeles can not afford police action against protestors.  The cost would come out of social services.   This, not solidarity, may have been the reasoning behind the city’s offer.

 The city’s offer means that they are willing to compromise to some degree.  Perhaps OLA could trade decamping for one of the largest of the demands – abolishing the relationship between predatory banks and the city of Los Angeles - plus a small ongoing encampment.   The city has said that they can not be released from the banks without financial penalty.  If that penalty is lower than the project cost of police action and the potential following lawsuits, they would have little choice.  The banks would need to go.

 A small encampment with a welcome tent would allow the farmer’s market back.   Their clients would give OLA access to an entirely new subset of potential supporters.  

If there is police action and OLA is closed for good without having made a direct impact on LA’s system, it will be at great cost to the 99% with very little to show for it outside of martyrdom. For some that would be enough but I doubt that will be enough for the working poor of LA wwho will be negtively impacted.

 

I'm so thankful for Occupy LA's consensus process

100% consensus can and will work. We can show the other occupations how its done. It takes time, it's messy, and it will never be everything that any one of us wants individually... BUT... it is the ONLY way to truly represent the 99%.
