The following is testimony from the July CPUC meeting. It was written and read by Julie Levine, who is suffering from the effects of smart meter technology and was forced to recently sell her home in Topanga Canyon where she has resided for many years. The Smart Meter Grid does not only effect people in Los Angeles, it effects people globally. Julie is currenly seeking an off grid area to move to, which is becoming increasingly more difficult.

Smart Meters are also an issue for renters, as the properties they live on, in many cases are commercially owned, and businesses cannot opt out. This also effects those who are unhoused, as they tend to reside in areas predominantly surrounded by businesses, they too are suffering from the effects of these meters with no consent.

They are being installed where you live, work, and where you kids go to school. Its time to say enough is enough!

My name is Julie Levine, and like so many others, I am experiencing lethal health effects caused by the installation of "smart" meters and the accompanying smart meter grid.

I opted out of the smart meter program as did many of my neighbors (it was rolled out in my neighborhood in July) and thought that would be the end of it, but the smart meter grid (high voltage power lines, transformers, signal boosters and collector/medusa meters) has made me so sick that I have been forced to put my house of seven years on the market, and increased electro-sensitivity from these meters has made sleeping or functioning anywhere near the grid impossible.

I feel a constant electric pulse under me shaking me awake all night long, and it increases in severity as the grid wakes up from around 3:00 AM on.  I have diarrhea and vomiting every morning from this pulsing, ringing and pain in my ears, heart-racing and palpitations, disorientation, confusion and nervousness.  My doctor has told me that my sensitivity to these new electro-magnetic frequencies is exacerbated by neurological vulnerability from two previous traumatic brain injuries and spinal surgeries.
He has advised me to move away from the electric grid to avoid more dire health problems like cancer.

I called SCE and was told by Jacqueline at the “Smart Meter Center” that I could be feeling electromagnetic pulsing underground MY House from the communication between neighbors’ smart meters, but it is not SCE’s responsibility because the meters are on my neighbors’ property and I have opted out.  Jerry, SCE’s “Smart Meter Guru” said that there are 500 households on the grid that surrounds my property.
I filed a complaint with CPUC and received a non-responsive boiler-plate response that failed to address the pulsing and grid issues I raised.

I fought to "opt out", which was TO NO AVAIL, since my neighbors meters and the grid beam directly into my home and thus, I am extorted extra money for trying to protect myself, and so pay MORE for my own radiation. I have offered to pay my neighbors’ opt out fees, but I can’t afford to pay for all 500 households to opt out so that the fatal smart meter grid can be removed.  THERE IS NO OPT-OUT FROM THE SMART METER GRID AND NO PROOF OF THE SAFETY OF THESE METERS AND GRID.  
There is extensive scientific research showing health and environmental damage from radiofrequency (RF) and electromagnetic frequency (EMF) radiation.  In May, 2011, the World Health Organization’s IARC declared radiofrequency electromagnetic radiation to be a possible carcinogen, and in January, 2012, the American Academy of Environmental Medicine called on the CPUC to immediately halt the program and investigate these issues. Yet, Smart Meter installation continues, and the problems are being ignored.

The entire opt-out process is a joke and a farce. Meanwhile the utility companies benefit, and we get increased surveillance and loss of privacy.

I am being forced to sell my home which I love and paid over a million dollars for, have paid over $20,000 since July in remediating my home to rule out any alternate cause of the pulsing and other impacts of radiation, and thousands of dollars more for alternative sleeping accommodations – from off-grid lodges in Big Sur to renting mini-vans and putting them in secluded canyons until I am asked to leave by authorities.  Most recently, I have been sleeping in a tent in an undisclosed location.  
Where do I go?  Is there no answer or concern for people like me?

Renters and lower-income homeowners are also experiencing health impacts, but cannot afford to pay the opt-out fees. I have paid them and yet my beloved forest community has become completely un-liveable for me and my health is seriously compromised.  This is a nightmare that must be stopped immediately and a public health emergency.  Please do not ignore us!
